The Downtown Norfolk Council Board of Directors recently voted to approve the Downtown Norfolk Strategic Plan Update to guide the organization over the next five to seven years. In a process that included over 2,000 points of community input, this plan is a culmination of a year of listening, learning, analyzing, and dreaming.
